10. Jay Electronica
At this point the only people who believe Jay Elec will actually drop his absurdly delayed full-length album are the same ones who are still waiting around for Detox, but nobody can argue that when the man is rhyming, there are few who do it better. His March offering, Road to Perdition, is absolutely excellent, a stark reminder of just how powerful his emcee skills are—enough to earn him a spot here.
If history is any indication, Elec will now melt back into the shadows and this will be the last we'll see of him for at least a couple months—but who knows? Maybe in April he'll drop even more than one song (dare we say an entire album?) and will likely be sitting pretty near the top. That's the fun of this Rap Power Rankings game.
